This bulb lights up the heat and air conditioning controls on some VW models. This bulb is found behind the center switch that controls the fan speed and is labeled 1 2 3 4.
To access the bulb the center knob pulls straight out. Most often it is best to use a pair of pliers wrapped in a rag to be sure to not damage the knob. Do not try to twist the knob to remove it. Grab it with a pair of pliers and pull straight back towards the rear of the vehicle.
Once you have removed the knob it is easiest to remove the old bulb using a small piece of vacuum line (N-020-353-27). Just slide the vacuum line over the old bulb. Once the line has slid over the end of the bulb pull to remove the blown bulb.
