Intake valves are often replaced due to being bent during a catastrophic event. This is most commonly due to the engine jumping timing on your 2.0t. Generally during these events the engine will only bend intake valves. In some rare circumstances the exhaust valves may bend, which is why they should be check to ensure they are properly sealing.
One would install valves instead of the full head, if you were going to have a machine shop check your original head and replace the valves for you. This can save cost, but add to time the vehicle will be down.
On 2.0t TSI and FSI engines its best to replace all 8 intake valves to ensure all of these valves are known good on your engine.
